Core messaging includes the extensible message schemas, the common SCTE 130 message attributes, and the required SCTE 130 messages. The core data types are XML attributes and XML elements which may be used in any SCTE 130 message element or within any SCTE 130 element definition.

This Recommendation defines the requirements and protocol for the interface between the transport location management physical entity (TLM-PE) and the service control entity of ITU-T NGN release 1. At the stage of NGN release 1 [ITU-T Y.2012], this Recommendation is applicable to the interface between TLM-PE and SCE.

This Recommendation provides the stage 3 specification of the protocol at the interface between service control entities (SCE) and the policy decision physical entity (PD-PE). The functional requirements and the stage 2 specifications for this interface are contained in clause 8.1 of [ITU-T Y.2111] and in [ITU-T Q.Sup 51]. This interface is used to control session-based policy. Using the protocol specified in this Recommendation, the SCE can: • provide information to the PD-PE to identify media flows and their required QoS resource characteristics (e.g., QoS class, bandwidth, priority); • provide service priority information to the PD-PE to facilitate appropriate priority handling; • request resource usage information through the PD-PE for charging; • provide related service information to the PD-PE to facilitate appropriate dynamic firewall working mode selection; • indicate whether the media should be enabled (i.e., gate opened) when resources are reserved; • in those instances where the media should not be enabled as soon as the resources are reserved, i.e., may request that the gate be opened later; • in the case where a NAPT function is required, request address mapping information so it can do any modifications that may be required to address information within application signalling (e.g., SDP); and • in the case where a path-coupled resource reservation mechanism is used, indicate to the PD-PE whether it wishes to be notified when reservations are obtained and released. When an authorization token mechanism is used, the PD-PE may supply the SCE with one or more authorization tokens which the SCE shall include in application signalling to the CPE.

This Recommendation defines the resource connection initiation protocol (RCIP) for signalling control information between peer TRC-PEs (Rp interface) in a single operator's network. The requirements for the Rp interface are defined in clause 8.6 of [ITU-T Y.2111] and in [ITU-T Q.Sup51]. The possible methods of configuration and notification between the transport physical entities (T-PE) and the transport resource control are out of scope of RCIP. RCIP only specifies the control plane signalling among transport resource control physical entities (TRC-PEs) in an operator's network.

This Recommendation contains the requirements and analysis for the business-to-business (B2B) and customer-to-business (C2B) interfaces of trouble administration for NGN. It assumes a multiservice provider environment and is aimed at trouble administration functions to support the deployment of NGN and includes both the B2B and C2B interfaces. B2B/C2B interface is a synonymous term to X Interface. Trouble administration consists of processes utilizing trouble report management, testing management, appointment management and SLA management. This Recommendation and the current [ITU-T X.790] are specific to trouble report. Functions for testing of the service or transport stratum, appointment management and SLA management are outside the scope of this Recommendation. Trouble administration will require all the functions defined in this Recommendation and the other three Recommendations to provide a complete set of functions. Third-party request/response operations are dependent upon the privacy business rules defined in the SC/SP's contract and consequently are considered out of scope for this Recommendation.

This Recommendation specifies the interfaces for the Transport MPLS (T-MPLS) hierarchy, in particular the: encapsulation of T-MPLS client signals into the T-MPLS characteristic information that will be present on T-MPLS NNI links in the transport network; encapsulation of T-MPLS characteristic information into the T-MPLS link frames that will be present on T-MPLS NNI links in the transport network; T-MPLS link frame format interworking when T-MPLS subnetworks with different link frame formats are interconnected; T-MPLS link frame format interworking when T-MPLS subnetworks with different link frame formats are interconnected; T-MPLS nested connection monitoring per hierarchy level within the transport network; T-MPLS OAM associated with nested connection monitoring in the transport network; encapsulation of in-band T-MPLS control plane information into the T-MPLS link frames that will be present on T-MPLS NNI links in the transport network. The T-MPLS network uses various server layer networks like OTH, SDH, PDH, ETH and RPR. The detailed requirements are specified in a number of ITU-T Recommendations, ANSI Standards, IEEE Standards and IETF RFC, which are referred to. This Recommendation specifies unicast LSPs; multicast LSPs are for further study. This Recommendation does not cover inter-operator control plane aspects of the T-MPLS NNI.
