This British Standard gives recommendations for the operation and management of CCTV within a controlled environment, where data that might be offered as evidence is received, stored, reviewed or analyzed. This standard applies to the monitoring of traffic regulations. For control rooms whose operation falls within the scope of BS 7499 or BS 5979, all of the security requirements, both physical and procedural, of the relevant British Standard remain applicable. This British Standard is applicable to CCTV schemes used in public places such as the following: a) areas where the public are encouraged to enter or have a right to visit, such as town centres, shopping malls, public transport, health establishments, etc.; b) schemes that overlook a public place, such as traffic monitoring schemes; c) private schemes where a camera view includes a partial view of a public place. This British Standard also provides good practice for all other CCTV schemes.

This Recommendation contains the description of a lossless compression scheme of an ITU-T G.711 bitstream. This Recommendation is organized as follows. The references, definitions, abbreviations, acronyms, and conventions used throughout this Recommendation are defined in clauses 2, 3, 4, and 5, respectively. Clause 6 gives a general outline of the ITU-T G.711.0 algorithm. The ITU-T G.711.0 encoder and decoder principles are discussed in clauses 7 and 8, respectively. Clause 9 describes the softwarethat defines this coder in 16-32 bit fixed-point arithmetic.

Digital audiovisual services are provided by a transmission system in which the relevant signals are multiplexed onto a digital path using the frame structure defined in Recommendation ITU-T H.221.In addition to the audio,video,user data and telematic information, these signals include information for the proper functioning of the system.The additional information has been named control andindication (C&I) to reflect the fact that while some bits are genuinely for "control",causing a state change somewhere else in the system, others provide for indications to the users as to the functioning of the system.Recommendation ITU-T H.230 concerns only those C&I which must be transmission frame-synchronous,or otherwise requiring rapid response.

New Annex D introduced by Amendment 5 provides an alternative implementation using floating point arithmetic of the discontinuous transmission (DTX) and comfort noise generation (CNG) of Annex C-which uses fixed-point arithmetic. This Recommendation describes an 8-32 kbit/s scalable wideband speech and audio coding algorithm interoperable with G.729, G.729A and G.729B. The output of the G.729EV coder has a bandwidth of 50-4000 Hz at 8 and 12 kbit/sand 50-7000 Hz from 14 to 32 kbit/s. At 8 kbit/s, G.729EV is fully interoperable withG.729, Annex A/G.729 and Annex B/G.729. Hence, an efficient deployment inexisting G.729-based VoIPinfrastructures is foreseen. The coder operates on 20 ms frames and has an algorithmic delay of 48.9375 ms. By default, the encoder input and decoder output are sampled at 16 kHz.
