This European Standard specifies the laboratory method for measuring the sound absorption performance of road traffic noise reducing devices in reverberant conditions. It covers the assessment of the intrinsic sound absorption performance of devices that can reasonably be assembled inside the testing facility described in EN ISO 354. This method is not intended for the determination of the intrinsic characteristics of sound absorption of noise reducing devices to be installed on roads in non-reverberant conditions. The test method in EN ISO 354 referred to in this European Standard excludes devices that act as weakly damped resonators. Some devices will depart significantly from these requirements and in these cases, care is needed in interpreting the results.

This European Standard is to give authorities, designers and specifiers information with respect to reaction to fire, smoke density and toxic fumes of materials used in noise reducing devices. The combination of brushwood fire test, smoke density test and test for toxic fumes give in general enough safety information. This European Standard gives also information if more stringent requirements are requested for situations with a higher level of safety. For noise reducing devices, this European Standard gives a method how to handle substantial components of non-homogeneous products (as defined in EN 13501-1 and ISO/DIS 5659-2:2016) and how to handle non-homogeneous products and in which cases the influence of non-substantial components on the total result of the classification may be neglected. The following effects will be taken into account: ignitability, burning droplets, smoke growth rate, smoke density, toxic fumes. The European Commission Decision 96/603/EC establish the list of products belonging to Classes A "No contribution to fire". The materials, and products made from them, that are listed in the Annex to this Decision, will, on account of their low level of combustibility and subject to the conditions also set out in the Annex, be classified in Classes A1 and Class A1FL as provided for in Tables 1 and 2 of the Annex to Decision 2000/147/EC. For the purpose of this classification, no reaction-to-fire testing of those materials and products made from them is required. The products considered having no contribution to fire are excluded from this standard.

This European Standard describes a test method for measuring a quantity representative of the intrinsic characteristics of sound reflection from road noise reducing devices: the reflection index. The test method is intended for the following applications: - determination of the intrinsic characteristics of sound reflection of noise reducing devices to be installed along roads, to be measured either on typical installations alongside roads or on a relevant sample section; - determination of the in situ intrinsic characteristics of sound reflection of noise reducing devices in actual use; - comparison of design specifications with actual performance data after the completion of the construction work; - verification of the long term performance of noise reducing devices (with a repeated application of the method). The test method is not intended for the following applications; - determination of the intrinsic characteristics of sound reflection of noise reducing devices to be installed in reverberant conditions, e. g. inside tunnels or deep trenches. Results are expressed as a function of frequency, in one-third octave bands between 100 Hz and 5 kHz. If it is not possible to get valid measurements results over the whole frequency range indicated, the results should be given in a restricted frequency range and the reasons of the restriction(s) should be clearly reported.

Each Registered Importer must:(a) With respect to each motor vehicle that it imports into the United States, assure that the Administrator has decided that the vehicle is eligible for importation pursuant to part 593 of this chapter, prior to such importation. The Registered Importer must also bring such vehicle into conformity with all applicable Federal motor vehicle safety standards prescribed under part 571 of this chapter and the bumper standard prescribed under part 581 of this chapter, if applicable, and furnish certification to the Administrator pursuant to paragraph (e) of this section, within 120 calendar days after such entry.

(a)NHTSA will review each petition for sufficiency under §§593.5 and 593.6. If the petition does not contain all the information required by this part, NHTSA notifies the petitioner, pointing out the areas of insufficiency, and stating that the petition will not receive further consideration until the required information is provided. If the additional information is not provided within the time specified by NHTSA in its notification, NHTSA may dismiss the petition as incomplete, and so notify the petitioner. When the petition is complete, its processing continues.

The purpose of this part is to provide content and format requirements for any Registered Importer and manufacturer who wishes to petition the Administrator for a determination that a vehicle not originally manufactured to conform to all applicable Federal motor vehicle safety standards is eligible to be imported into the United States because it can be modified to meet the standards. The purpose of this part is also to specify procedures under which the Administrator makes eligibility determinations pursuant to those petitions as well as eligibility determinations on the agency’s initiative.
