This European Standard applies to new and upgraded freight wagons where an approval is required. These protecting devices are classified into two types of load and this standard defines the requirements for the durability of the closing and locking devices, their status indication, maintenance and recycling. This standard also defines pass-fail criteria for the dimensioning tests. This standard is not applicable to closing and locking devices which are used to ensure a pressure difference or to retain liquids /liquid payloads. It is not applicable to vehicles which are emptied by pressure, nor is it applicable to loose tarpaulins.

This part of IEC 62278 provides guidance on applying the RAM requirements in IEC 62278 to rolling stock and for dealing with RAM activities during the system life cycle phases from invitation to tender to demonstration in operation only. All references to IEC 62278 concern the 2002 issue. The guide is aimed at the customers/operators and main suppliers of rolling stock. The main purpose of the guide is to: ? enable a customer/operator of rolling stock: – to specify the RAM requirements addressing the type of operation in terms of the end customer needs, considering service availability and economic considerations; – to evaluate different tenders, in terms of RAM requirements, on a common basis with the aid of specific RAM documents; – to gain assurance, during design/development phase, that the rolling stock being offered is likely to satisfy the RAM contractual requirements by examining step by step detailed and specific RAM documents as an output of the RAM activities performed during the development phase; – to validate that the rolling stock, as delivered, satisfies the specified RAM requirements; ? to enable the main supplier of rolling stock; – to understand the customers/operators RAM requirements; – to provide substantive information/visibility in a tender to show that the product offered is likely to satisfy the RAM requirements by performing preliminary RAM analysis; – to provide substantive information during design/development phase to show that the product offered is likely to satisfy the RAM requirements by performing detailed RAM analysis; – to demonstrate that the product delivered satisfies the RAM requirements. Regarding LCC, this application guide is restricted to providing only the key RAM parameters necessary to be incorporated into an LCC model.

This European Standard specifies minimum structural requirements for railway vehicle bodies. This European Standard specifies the loads vehicle bodies should be capable of sustaining, identifies how material data should be used and presents the principles to be used for design validation by analysis and testing. This European Standard applies to locomotives and passenger rolling stock. EN 12663-2 provides the verification procedure for freight wagons and also refers to the methods in this standard as an alternative for freight wagons. The railway vehicles are divided into categories which are defined only with respect to the structural requirements of the vehicle bodies. Some vehicles may not fit into any of the defined categories; the structural requirements for such railway vehicles should be part of the specification and be based on the principles presented in this European Standard. The standard applies to all railway vehicles within the EU and EFTA territories. The specified requirements assume operating conditions and circumstances such as are prevalent in these countries. In addition to the requirements of this European Standard the structure of all vehicles associated with passenger conveyance may generally be required to have features that will protect occupants in the case of collision accidents. These requirements are given in EN 15227.

This European Standard defines the requirements for buffers with 105 mm, 110 mm and 150 mm stroke for vehicles or units which use buffers and screw coupling at the coupling interface with other interoperable rolling stock. It covers the functionality, interfaces and testing procedures, including pass fail criteria, for buffers. NOTE Typically, buffers with a stroke of 105 mm are used on freight wagons and locomotives, buffers with a stroke of 110 mm are used on coaches and locomotives and buffers with a stroke of 150 mm are used on freight wagons. It defines the different categories of buffers, the space envelope, static and dynamic characteristics and energy absorption. It includes a calculation method to determine the minimum size of the buffer head to avoid override between buffers. It defines the static and dynamic characteristics of the elastic systems. It also defines the requirements for buffers with integrated crash elements (crashworthy buffers) for tank wagons only according to RID. The requirements of this European Standard also apply to locomotives and passenger coaches which have to meet the crashworthiness requirements of EN 15227 for buffers in normal service only. The properties for the energy absorbing function are defined in EN 15227 and the requirements specified in Clause 7 for tank wagons according to RID are not applicable to locomotives and passenger coaches. Diagonal buffers are excluded from this European Standard. For vehicles which have to comply with crashworthiness requirements (locomotives, cab cars or passenger coaches according to EN 15227, tank wagons according to RID), typically crashworthy buffers (buffers with a deformable housing and/or the need for an opening in their mounting flange) or buffers which form part of a combined system consisting of a special buffer (e.g. middle flange buffer) and a deformation element are used. For these types of buffers, interoperability is possible, but interchangeability with freight wagon buffers is not required, and therefore the requirements of 5.2 (Fixing on vehicle and interchangeability), 5.3 (Buffer dimensions) do not apply, those of 5.4 (mechanical characteristics of buffers) and 5.6 (marking) apply with restrictions.

The Standard defines requirements for the incorporation of passive safety design concepts related to the performance of the car body of light-rail vehicles in collisions, so as to enhance passenger safety and limit and control damage. This Standard does not cover heavy-rail transit vehicles, automated people movers, and freight, commuter, high speed, or any other rail vehicles under the jurisdiction of the Federal Railroad Administration.

This European Standard describes methods of classification of existing and new railway lines and the categorisation of vehicles. The standard specifies the technical requirements for ensuring the compatibility of the interface between vehicle and infrastructure. The standard is suitable for use on freight, passenger and mixed traffic lines and contains requirements relevant to:  classification of the vertical load carrying capacity of railway infrastructure;  design of railway vehicles;  determination of payload limits of freight wagons. A summary of the classification of infrastructure and categorisation of vehicles is given in Annex B. The assessment of the vertical load carrying capacity of civil engineering structures, track, sub-grade and earthworks by the use of the load models defined in Annex A permits the classification of infrastructure into line categories. This European Standard identifies on which lines vehicles are compatible to the infrastructure under normal operation conditions without further checks regarding vertical load effects. The methodology described in this European Standard is not valid for high speed rail traffic. Tilting traffic and the working of rail mounted plant and cranes etc. are also outside the scope of this European Standard. This European Standard does not cover the system used in Great Britain, where all lines and vehicles are to be classified in accordance with the RA (Route Availability) System. A guide to the equivalent categories in accordance with this European Standard is given in Annex C. This European Standard does not cover requirements relating to the maximum total mass or maximum length of a train. The requirements of this European Standard do not replace regulations relating to e.g. dynamic wheel/rail contact force limits, vehicle ride considerations, vehicle structural design limitations etc.
