The limits in this International Standard are designed to provide protection for broadcast receivers in the frequency range of 30 MHz to 1 000 MHz when used in the residential environment. Compliance with this standard may not provide adequate protection for new types of radio transmissions or receivers used in the residential environment nearer than 10 m to the vehicle or device. NOTE 1 Experience has shown that compliance with this standard may provide satisfactory protection for receivers of other types of transmissions when used in the residential environment, including radio transmissions in frequency ranges other than that specified. This standard applies to the emission of broadband and narrowband electromagnetic energy which may cause interference to radio reception and which is emitted from a) vehicles propelled by an internal combustion engine, electrical means or both (see 3.1); b) boats propelled by an internal combustion engine, electrical means or both (see 3.2). Boats are to be tested in the same manner as vehicles except where they have unique characteristics as explicitly stated in this standard; c) devices equipped with internal combustion engines (see 3.3). This standard includes limits and test methods for both broadband and narrowband emissions. This standard does not apply to aircraft, traction systems (railway, tramway and trolley bus), or to incomplete vehicles. NOTE 2 Protection of receivers used on board the same vehicle as the disturbance source(s) are covered by CISPR 25. The measurement of electromagnetic disturbances while the vehicle is connected to power mains for charging is not covered in this standard. The user is referred to appropriate IEC and CISPR standards which define measurement techniques and limits for this condition.

This standard for immunity requirements applies to television broadcast receivers, sound broadcast receivers and associated equipment intended for use in the residential, commercial and light industrial environment. This standard describes the methods of measurement and specified limits applicable to sound and television receivers and to associated equipment with regard to their immunity characteristics to disturbing signals. This standard is also applicable to the immunity of outdoor units of direct to home (DTH) satellite receiving systems for individual reception. NOTE 1 Receiving systems for collective reception, in particular cable distribution head ends (Community Antenna Television, CATV) and community reception systems (Master Antenna Television, MATV) are covered by IEC 60728-2. NOTE 2 Broadcast receivers for digital signals are covered by Annex I and Annex J.

This part of CISPR 16-4 gives guidance on the treatment of uncertainties to those who are involved in the development or modification of CISPR electromagnetic compatibility (EMC) standards. In addition, this part provides useful background information for those who apply the standards and the uncertainty aspects in practice. The objectives of this part are: a) to identify the parameters or sources governing the uncertainty associated with the statement that a given product complies with the requirement specified in a CISPR recommendation. This uncertainty will be called ‘standards compliance uncertainty’ (abbreviated as SCU, see 3.16); b) to give guidance on the estimation of the magnitude of the standards compliance uncertainty; c) to give guidance for the implementation of the standards compliance uncertainty into the compliance criterion of a CISPR standardised compliance test. As such, this part can be considered as a handbook that can be used by standards writers to incorporate and harmonise uncertainty considerations in existing and future CISPR standards. This part also gives guidance to regulatory authorities, accreditation bodies and test engineers to judge the performance quality of an EMC test-laboratory carrying out CISPR standardised compliance tests. The uncertainty considerations given in this part can also be used as guidance when comparing test results (and its uncertainties) obtained by using different alternative test methods. The uncertainty of a compliance test also relates to the probability of occurrence of an electromagnetic interference (EMI) problem in practice. This aspect is recognized and introduced briefly in this part. However, the problem of relating uncertainties of a compliance test to the occurrence of EMI in practice is not considered within the scope of this part. The scope of this part is limited to all the relevant uncertainty considerations of a standardized EMC compliance test.

This Technical Report describes the algorithms used for objective picture assessment in immunity tests of analogue and digital TV broadcast receivers and associated equipment. The algorithms used were developed on the basis of the specifications included in Annex K1 of CISPR 20. The method of objective picture assessment described in that annex employs the same interference mechanism and is based on the same wanted signal definition as specified in CISPR 20. Objective picture assessment, therefore, constitutes an alternative to the subjective method and offers the advantage of direct correlation to the subjective method.
