The Proposed Industry Response Plan is directed toward combating spills of petroleum products involving 2@000 or more barrels of oil where the nature of the spill is such that the resources of a single terminal or company operation would in all probability be inadequate and where the threat of large scale coastal pollution is present. The plan is concerned with the massive spill situation@ one requiring that the resources of an entire region be mobilized to provide adequate control and protective measures. The proposed plan is not directly concerned with smaller oil spills which generally may be handled in a routine manner. For example@ it is expected that individual companies will successfully control smaller spills with which they are Involved@ using their own organizations or the services of oil cleanup companies. Where an individual company requests assistance or where responsibility for the spill is unknown@ it is expected that a regional cooperative organization will provide assistance or will undertake cleanup through the cooperation of members of the organization or through contractual arrangements with outside organizations@ but again in a more or less routine manner. This Response Plan is directed toward combating the truly massive spill exceeding either of these situations where the spill presents a major threat to the entire region and where routine or temporary procedures will not be capable of providing adequate oil spill control. At the same time@ it is intended that the Response Plan elements be suitable for adoption by cooperatives and individual companies in forming plans to combat smaller spills@ and the control procedures described are intended to be applicable in all marine spill situations.
