"Introduction There is an increasing amount of national and international activity concerning Universal Personal Telecommunication (UPT). UPT services are currently being developed both internationally and in World Zone 1 (WZ1)1. The International Telecommunication Union Telecommunication Standardization Sector (ITU-T) is in the process of developing international UPT recommendations (see reference listing in Annex A). The purpose of this Technical Report (TR) is to provide the WZ1 Telecommunications Sector with technical alternatives on the numbering and addressing aspects of implementing UPT in WZ1. T1 has determined that for the purposes of this document the term UPT is synonymous with Personal Communications Services (PCS). ITU-T2 Recommendation E.168 Application of E.164 Numbering Plan for UPT defines the numbering procedures to be applied according to the different applications of UPT including: Home-related@ Country-based@ and Global and their associated dialing schemes including a UPT Prefix. Recommendation E.168 is an evolving document with many items ""for further study"". This TR reflects the environment only at the time of its writing. UPT involves three distinctly different types of calls. For the purpose of this document@ these are briefly described as: Transaction calls-In this call type the UPT user directly interacts with the database of the subscribed UPT service provider in order to update his/her service profile. Outgoing calls-This call type provides the UPT user with the capability of temporarily establishing personal billing and service access from any given network terminal. Incoming calls-This call type involves the establishment of a communication between a caller and the UPT user over the public telephone network. 1.
