General New military products are typically developed@ procured and introduced into service in a phased process with consecutive milestones (phase documents) and phases. For joint NATO projects@ AAP?C20: 'Handbook on the Phase Armaments Programming System (PAPS) (1989)' provides information on milestones@ phases and their definitions. Nations normally apply their own product management procedures which use own terminology and phases. Common lay-out of the procedures is that detail content of the phase documents develops in steps from operational needs and functional requirements to the build specification. For the purposes of the present document two stages are differentiated: ? EEarly project phases (corresponding to the phases from the mission need evaluation up to and including project definition@ i.e. where typically only limited characteristics data and no ship or prototype are available) and ? Build Specification (representing the result of the design and development phase leading to production and delivery in PAPS terminology). Full detail of the requirements on manoeuvring abilities and their verification shall be part of the build specification. Requirements typically develop along with the progress of the project. Care should be taken@ however@ that manoeuvring requirements that are likely to influence the identification of viable alternatives and their selection are indicated and analysed as early as possible. Even if early requirements are stated in general and functional terms@ the templates ?C in particular those of annex II ?C can provide guidance as to the interpretation of a requirement. The templates of the annexes I and II may be used leaving data blank that are not yet available. The full templates of annexes III and IV are offered for use as elements of the build specification and the verification during delivery. The templates are intended to be used as a menu; a selection and eventual adjustment has to be made according to the needs of the project at hand. The templates predominantly refer to manoeuvring abilities in calm environmental conditions of wind and waves@ because this represents the present state-of-the-art and provides the best repeatability of results. The parties involved in the verification of specified abilities should agree beforehand on what measures shall be taken if the specified limits for the trials are exceeded. Guidance for model tests and sea trials for the assessment of manoeuvring abilities under specified other-than calm wind and wave conditions can be found in ANEP?C79. Other-than-calm wind@ wave and current conditions have to be considered where otherwise the task could not be meaningful as@ e.g.@ for track and station keeping. The present document follows the concept of mission oriented manoeuvring requirements as introduced in ANEP?C70/I. This means that manoeuvring requirements are to be built up as the envelope of the requirements for the relevant missions and sub-missions. The templates provide assistance for the formulation of manoeuvring specifications and their later verification. Therefore@ they include alternatives but may not cover all potential cases. They should not be understood as mandatory neither for the content nor for the format of manoeuvring requirements specifications and their verification. They concentrate on conventional ship forms as well as propulsion and control systems. Adjustment to the specifics of the project at hand may well be necessary.
