SUMMARY Under contract to the American Petroleum Institute@ Battelle@ Pacific Northwest Laboratories designed a program to develop validated@ complex terrain@ atmospheric dispersion models for the oil shale region of Colorado and Utah. The report describes modeling .and field measurement tasks required to develop these models. The field program for the measurement of meteorological and diffusion parameters is required for model design and for model validation. The terrain features of the Utah-Colorado oil shale area are very complex and thus create complex and localized meteorological and micro-climatic conditions (see Section 2@ especially Figures 2-5 to 2-8). These topographical and meteorological conditions make air quality modeling extremely difficult@ especially when no adequate model has been developed by EPA for such hilly@ complex terrain. Further adding to modeling problems is the fact that emissions must be roughly estimated from oil shale facilities since no commercial-sized plants exist at present (see Figure 1-2 and Section 3).
