Foreword: Periodic motor vehicle inspection programs reduce the number and severity of automobile accidents caused by faulty vehicles. Because motoring safety is enhanced@ the oil industry favors effective programs of periodic motor vehicle inspection. The purpose of Organization Guidelines is to assist oil Industry representatives in their efforts to support periodic motor vehicle inspection programs in a constructive way. In 31 states which already have programs@ motor vehicle administrators and public support groups are dedicated to improving the effectiveness of their programs. The remaining states are considering the adoption of mandatory periodic motor vehicle inspection programs@ and this information will be equally useful in helping to plan and implement new programs in these states. Organization Guidelines stresses the critical management and enforcement aspects which are imperative to an effective program. In addition@ in May of 1967@ the API released Procedure Guidelines for Periodic Motor Vehicle Inspection. These Procedure Guidelines detail the items which should be included in a good inspection@ the requirements to pass@ and the equipment needed. Thus@ together the two manuals include the key points essential in a strong@ workable program of periodic motor vehicle inspection. Wilbur Smith and Associates@ the nationally recognized transportation consulting organization@ was retained to assist with preparation of this manual. Credit is particularly due to Mr. Robert J. Allen of that organization@ who provided most of the basic information. Mr. Allen drew both from his wide experience with vehicle inspection programs@ and from field visits with several of the existing and newly inaugurated programs.
