"Scope@ Purpose and Application This document provides a high level overview of the sersvice capabilities that should be supported across the interfaces associated with low-power wireless access to Personal Communication Services (PCS). These capabilities should be planned for in th initial architecture and made available in a reasonable time frame. Although this document focuses on low-Power wireless access (i.e.@ .25 watts or less)@ these capabilities may be equally applicatble to medium and high-power access methods. In light of the FCC encouragement of innovative use of the PCS spectrum to be allocated for public use@ it appears most approprate to standardize the service capabilities that should be supported across the interfaces of Personal Communication Systems@ rather than standardizing specific services such as ""telepoint"". This approach will allow service providers the greatest amount of flexibility to design service offerings to meet market needs while providing sufficient requirements to enable the deployment of interoperable products and services across multiple service providers. A primary application of emerging Personal Communications Sersvices will be low-power Wireless access services operating in the 1850-2200 MHz spectrum allocation that provide terminal mobility at pedestrian speeds. These low-poer wireless access services share similar characteristics@ which should allow the development of common interfaces to support these services. Such commonality would promote greater interworking and wider deployment."
