These Technical Requirements covers listing criteria for Network Telecommunications Equipment that is intended to be installed in central offices (CO)@ at the customer premises (CP) or in outside plant cabinets/enclosures. This Technical Requirements document is intended to cover only equipment installed on the network side of the subscriber demarcation point@ up to and including the Subscriber Interface Unit (SIU)@ Network Interface Unit (NIU) or Network Interface Device (NID). This equipment is intended to be installed@ operated and maintained by trained service persons such as employees of service providers@ craftspersons and telecommunications company employees of Incumbent Local Exchange Carriers (or ILECs) and Competitive Local Exchange Carriers (CLECs). Where appropriate and applicable@ this equipment is to be installed in accordance with the National Electric Code? (NEC?)@ NFPA 70@ and applicable sections of the National Electrical Safety Code? (NESC?)@ ANSI C2. This Technical Requirements document covers equipment whether or not it is intended to be connected to supply circuits. This Technical Requirements document does not cover equipment powered with a nominal rms voltage greater than 600 V. These Technical Requirements document covers items such as channel banks@ telecommunications shelves@ subassemblies used in channel banks/telecommunications shelves@ digital loop carrier systems@ CO switches@ fiber optic telecommunication equipment (this Technical Requirements document does not cover laser-related safety concerns)@ telecommunications multiplexers@ fuse/alarm panels@ etc. that are intended to be installed@ serviced or operated by trained craftspersons provided it meets the intended usage of Clause 1.1. It also applies to telecommunications equipment which may not be electrically energized@ such as frames@ heat baffles@ etc. Equipment may be provided without enclosures if it is intended solely for installation in restricted access areas such as dedicated equipment rooms@ equipment closets and the like that limit access to the equipment to trained service personnel only. This requirements document does not apply to equipment that is intended to be installed at a residence or customer premise where ownership or control of the product is by the consumer or enduser. It also does not apply to equipment located in telecommunications facilities intended to be operated by administrative staff such as 911 systems@ Information Technology Equipment (ITE)@ switchboards@ etc. Equipment which is intended for consumer's use@ for use by an end user@ or use by a general (non-craft) service provider employee is covered by UL 60950. Examples of this type of equipment are telephones@ key systems@ PBX's@ modems@ computers@ Information Technology Equipment (ITE)@ Consoles@ etc. This document does not apply to Power distribution centers for communications equipment that is covered by UL 1801. A product that contains features@ characteristics@ components@ materials@ or systems new or different from those covered by the requirements in this requirements document@ and that involves a risk of fire@ electric shock@ or injury to persons shall be evaluated using the appropriate additional component and end-product requirements as determined necessary to maintain the acceptable level of safety as originally anticipated by the intent of this requirements document. A product whose features@ characteristics@ components@ materials@ or systems conflict with specific requirements or provisions of this requirements document cannot be judged to comply with this requirements document. Where considered appropriate@ revision of requirements shall be proposed and adopted in conformance with the methods employed for development@ revision@ and implementation of this requirements document. Products evaluated under the requirements of this document shall be representative of production products.
