The present document defines the architecture of Layer 3 and its sublayers on the GeoMobile (GMR-1) Air Interface. Most of the procedures defined for Layer 3 are similar to those defined in 3GPP system as defined in 3GPP TS 24.007 [5]. Only significant differences are described here.
