The present document defines metrics and measurement methods applicable for the following systems and nodes defined in TS 123 002 [i.3]: Mobile core functions (GGSN@ HLR@ MGW@ MME@ MSC@ SGSN and PGW/SGW). Radio Access Controller (RNC). Later revisions of the present document will include Base Station Controller (BSC) and IMS core functions (BGCF@ CSCF@ HSS@ IBCF@ MRFC@ MRFP@ SLF and LRF).
