FOREWORD Designing a bulk plant is a matter of combining functional requirements with sound engineering practices. This bulletin points out the more important functional requirements and gives some basic engineering information@ which in turn must conform to various code requirements. Through years of experience@ individuals@ petroleum companies@ equipment manufacturers@ and trade and technical associations have developed basic guides and practices which a re applicable throughout the petroleum industry. It is the intent of this publication to consolidate this experience for the benefit of the industry. Its purpose is not to supplant the need for a professional engineer. Because the construction of plants of this type involves matters concerning public safety and fire prevention@ qualified engineering service should be obtained to prepare the plans and specifications and supervise the construction of the plant. Except in a general way@ therefore@ this publication shall not dictate materials or methods of construction nor go into detail concerning methods of determining sizes of pumps@ piping@ or other facilities. It is believed that these a r e largely matters of judgment which should be evaluated by the designer and which will vary with each case@ depending upon budget limitations; client preferences; type of operations; and physical conditions such as topography@ properties of the products to be handled@ plant throughput@ loading rates@ and so forth. State or local flammable liquid and building codes shall take precedence over any recommendations made herein. NFPA No. 30: Flammable Liquids Code and other applicable API and NFPA standards should be used as references.
