This standard specifies the applicable circumstances, working procedures and evaluation methods of the virtual control cost method for air pollution. This standard applies to situations where the pollutant discharge facts are clear, but the damage facts are not clear or the scope, degree and amount of damage to the atmospheric ecological environment cannot be determined at a reasonable cost. This standard does not apply to the identification and assessment of ecological environmental damage that actually occurs in environmental emergencies, where the actual emergency response costs or treatment costs are clear and can be determined through investigation and assessment. Air pollution damage assessments for explosions, incineration, etc. can be used with reference to this standard.
