Scope
This standard applies to safety-related electronic systems (including subsystems and equipment) in rail transit signaling applications. The scope of this standard and the relationship with other IEC international standards are shown in Figure 1. This standard applies to all safety-related rail transit signaling systems/subsystems/equipment. However, the hazard analysis and risk assessment process defined in IEC 62278 and this standard is necessary for all railway signaling systems/subsystems/equipment in order to determine safety requirements. If the analysis shows that no safety requirements exist (that is, non-safety-related situations), and provided that this conclusion is not affected by subsequent changes, the application of this safety standard can be terminated. This standard applies not only to the specification, design, construction, installation, acceptance, operation, maintenance and modification/expansion stages of the overall signaling system, but also to individual subsystems and equipment in the overall signaling system. Appendix C includes procedures related to electronic hardware components. This standard applies to general (including application-independent and application-specific categories) subsystems and equipment, and also applies to systems/subsystems/equipment in specific applications. This standard does not apply to existing systems/subsystems/equipment (ie they were accepted before this standard was created). However, as long as it is reasonable and practical, this standard is recommended for changes and extensions of existing systems, subsystems and equipment. This standard is mainly applicable to systems/subsystems/equipment specially designed and manufactured for rail transit signaling applications. It also applies to general or industrial equipment (such as power supplies, modems, etc.) that are part of safety-related signaling systems, as far as is reasonable and practical. At a minimum, evidence should be provided that: - the equipment is not relied upon for safety; - the equipment can be relied upon for safety-related functions. This standard applies to the functional safety of rail transit signaling systems. It does not involve occupational health and personal safety issues, which are discussed in other standards.
