1.0.1 In order to meet the needs of embankment construction, unify the design standards and technical requirements of embankment engineering, achieve advanced technology, economical rationality, safety and applicability, and enable embankment engineering to effectively prevent flood (tide) water hazards, this specification is formulated. 1.0.2 This code is applicable to the design of new construction, reinforcement, expansion and reconstruction of embankment projects. 1.0.3 The embankment engineering design should be based on comprehensive planning of river basins and regions or flood control (tide) planning. The engineering design of urban flood embankments should also be coordinated with the overall urban planning. 1.0.4 Dike engineering design should have reliable basic data such as meteorology and hydrology, water system waters, topography and geology, ecological environment and social economy. The design of embankment reinforcement and expansion shall also include information such as the current status and application of embankment engineering. 1.0.5 The embankment engineering design should meet the requirements of stability, stress, deformation, seepage control, etc., and should also take into account the river ecology, surrounding environment and landscape requirements. 1.0.6 The design of embankment projects should implement the principle of adapting measures to local conditions and using local materials, and combined with the specific conditions of the project, adopt safe and economical new technologies, new processes, and new materials. 1.0.7 Level 1 embankment projects located in areas with a peak ground acceleration of 0.10g and above shall be subject to seismic design upon approval by the competent authority. 1.0.8 The embankment engineering design shall not only comply with this code, but also comply with the relevant provisions of the current national standards.
