该标准的制定主要针对的是人工制备的煤矸石制人造有机土，该有机土主要用于土壤修复。我们通过把煤矸石进行分解、活化、钝化等加工处理，使煤矸石中所含有的有机质，腐殖酸、氮磷钾以及其他有用微量元素得到有效释放，并且容易被植物生长所吸收；同时通过控制煤矸石是分解粒径比例来保证土壤的保水性和透气性，从而形成具有最适宜植物生长环境的高品质土填。 通过该标准的制定，主要期望从以下四个方面解决主要问题： （1）技术决定了基质的水平和质量。通过该标准，可以提高土壤修复水平，降低土壤修复成本。 （2）选产品就要选品牌。通过该标准，有利于加强对土壤修复基质从产品配方、工艺，设备到质检的管理，促使企业不断开发新产品，新工艺，不断提高产品质量和使用效果。 （3）通过该标准，更有利于市场选择优良品质的土壤修复基质原料，加强对基质产品的质量监督。 （4）土壤修复基质比较松软，运输和出厂过程中，容易压缩变形，造成体积的变化。事实上，由于基质体积松紧程度不一，造成基质体积计量诟病甚多，时常发生商业纠纷。通过该标准，可以约束生产企业明目张胆地缺斤少两的问题。
