1.1 This test method covers the determination of dielectric breakdown voltage and dielectric strength of solid electrical insulating materials under direct-voltage stress. 1.2 Since some materials require special treatment, reference shall also be made to ASTM specifications or to the test method directly applicable to the material to be tested. See Test Method D149 for the determination of dielectric strength of electrical insulating materials at commercial power frequencies. 1.3 This test method is similar to IEC Publication 243-2. All procedures in this test method are included in IEC 243-2. 1.1 These requirements cover test procedures to be used in the evaluation of Class 120 (E) or higher electrical insulation systems (EIS) for use in the United States, and Class 130(B) or higher EIS for use in Canada, where the thermal factor is the dominating aging factor. These requirements also cover the investigation of the substitution of non-electrical insulating materials (NIM) components of insulation in a previously evaluated insulation system and also the test procedures to be used in the evaluation of magnet wire coatings, magnet wires, and varnishes. 1.2 These requirements for the evaluation of an EIS do not establish thermal ratings for/or alter established thermal ratings for individual components. 1.3 These requirements do not cover insulation systems exposed to radiation or operating in oils, refrigerants, soaps, or other media that potentially degrade insulating materials. 1.4 When any performance aspect of an end-product requirement is not covered by this standard, the applicable standard shall be used. 1.5 These requirements do not cover electrical insulation systems where transient overvoltages or partial discharge are present. Such electrical insulation systems shall be evaluated to the appropriate standard for the application. Such standards include, but are not limited to the following: a) IEEE C57.12.60; b) IEC 60034-18-31; or c) IEEE 1776.

1.1 This test method is intended to differentiate solid electrical insulating materials with respect to their resistance to the action of electric arcs produced by conduction through surface films of a specified contaminant containing moisture. Test Methods D2302 and D2303 are also useful to evaluate materials. 1.2 Units—The values stated in SI units are the standard. The inch-pound units in parentheses are for information only. IEC 62677-3-103:2019 is applicable to heat shrinkable low and medium voltage moulded shapes, conductive, in a range of configurations suitable for environmental sealing, mechanical protection, strain relief for power cable terminations, joints and stop ends. These moulded shapes have been found suitable for use for temperatures between -40 ºC and 100 ºC. The moulded shapes can be supplied with a pre-coated adhesive. A guide to adhesive compatibility and temperature performance is given in Annex A. The manufacturers/suppliers can be consulted for options. Materials which conform to this specification meet established levels of performance. However, the selection of a material by a user for a specific application will need to be based on the actual requirements necessary for adequate performance in that application and not based on this specification alone. The tests specified are designed to control the quality of the moulded shapes but it is recognized that they are designed to be used in low and medium voltage cable accessories and as such electrical performance will be proven as part of the assembly.
