This part of ISO 16653 specifies the design, calculations, safety requirements and test methods for mobile elevating work platforms (MEWPs) with non-conductive (insulating) components. It is intended to be used in conjunction with ISO 16368. It is applicable to all types and sizes of MEWPs with non-conductive (insulating) components, including dielectric components designed and tested to meet the specific electrical properties consistent with the manufacturer's identification plate. This equipment is intended to move persons, tools and equipment to working positions where they can carry out work from a work platform located above a non-conductive boom section. This part of ISO 16653 covers structural design calculations and the application of stability criteria, construction, safety examinations and tests done before MEWPs with non-conductive (insulating) components are first put into service. It identifies the hazards arising from the use of MEWPs with non-conductive (insulating) components and describes methods for the elimination or reduction of these hazards. The MEWPs covered are not intended to have any of their components make contact with live parts of electrical installations. The electrical properties of a MEWP's non-conducting (insulating) components can provide electrical protection in case of inadvertent contact above the non-conductive boom component at the platform end. If a MEWP is equipped with a chassis insulating system, it can provide electrical protection for ground personnel in case of inadvertent contact above that system. This part of ISO 16653 is not applicable to MEWPs designed for live working (see IEC 61057).

This International Standard specifies safety requirements and preventive measures, and the means for their verification, for all types and sizes of mobile elevating work platforms (MEWPs) intended for moving persons to working positions. It gives the structural design calculations and stability criteria, construction, safety examinations and security tests to be applied before a MEWP is first put into service, identifies the hazards arising from the use of MEWPs and describes methods for the elimination or reduction of those hazards. This International Standard is not applicable to a) permanently installed personnel-lifting appliances serving defined levels, b) fire-fighting and fire rescue appliances, c) unguided work cages suspended from lifting appliances, d) elevating operator position on rail-dependent storage and retrieval equipment, e) tail lifts, f) mast-climbing work platforms (see ISO 16369), g) fairground equipment, h) lifting tables with a lifting height of less than 2 m, i) builder's hoists for persons and materials, j) aircraft ground-support equipment, k) digger derricks, l) elevating operator positions on industrial trucks, m) under-bridge inspection and maintenance devices, n) certain requirements for insulating aerial devices on a chassis for use in live work on electrical installations. It does not cover hazards arising from — use in potentially explosive atmospheres, — use of compressed gases for load-bearing components, — work on live electrical systems. NOTE 1 Hazards arising from work on live electrical systems are addressed in IEC 61057. MEWPs equipped with certain non-conductive (insulating) components can provide some protection from hazards associated with inadvertent contact with such systems (see ISO 16653-2). NOTE 2 For MEWPs that employ aerial devices used for live working, this International Standard will need to be used in conjunction with IEC 61057, taking into consideration the potential exceptions from this International Standard that are specified in IEC 61057.

This part of ISO 16653 specifies the design, calculations, safety requirements and test methods relevant to mobile elevating work platforms (MEWPs) suitable for orchard operations. It is intended to be used in conjunction with ISO 16368, whose requirements it modifies, supplements or confirms. Unless otherwise stated in this part of ISO 16653, the provisions of ISO 16368 apply. This part of ISO 16553 specifies the structural design calculations and stability criteria, construction, safety examinations and tests to be carried out before a MEWP to be used in orchard operations is first put into service. It identifies the hazards arising from the use of MEWPs in orchard operations and describes methods for the elimination or reduction of those hazards. It is applicable to single-person boom-type MEWPs, controlled from the platform and used to move a person to working positions for picking fruit and maintaining trees and trellis vines in an orchard. NOTE These are typically non-slewing units, based on a two-wheel drive axle and a castor trailing wheel. The lift height requirements vary depending on the plants grown and climatic conditions. MEWPs used in stone fruit, pip fruit and citrus orchards typically will have a lift height of 2,5 m to 4,5 m. MEWPs used in avocado orchards will typically have a lift height up to 6,5 m with occasional units of 8 m to 10 m. At harvest time, the MEWP for orchard operations is fitted with a picking bag to collect fruit and transport it to a collection point. The rated load, including operator, is typically 170 kg to 200 kg.

This part of ISO 16653 specifies the safety requirements for mobile elevating work platforms (MEWPs) with guardrail systems. It is intended to be used in conjunction with ISO 16368. It is applicable to such MEWPs designed for applications requiring special access to specific work areas. These MEWPs can be either self-propelled or manually propelled and are used to elevate personnel to a level at which they can place, install or retrieve objects or material on a routine basis. To facilitate operator access to the work area, the retraction of a portion of the MEWP's work platform guardrail system(s) can be necessary. It is not applicable to powered industrial trucks used to pick and place stock or inventory.

This European Standard specifies the safety requirements applicable to lifting tables presenting the following characteristics:- serving more than two fixed landings of a construction; - able to pass landings; - designed exclusively for lifting or lowering goods and not persons; - only accessible to persons during the loading/unloading phases; - with a travel speed of no more than 0,15 m/s; - permanently installed. This European Standard deals with all significant hazards pertinent, with the exception of noise, to lifting tables when used as intended and under the conditions foreseen by the manufacturer. This European Standard specifies the appropriate technical measures for eliminating and reducing the risks arising from the significant hazards. This European Standard does not apply to the following equipment; - permanently installed lifting tables, serving specific levels of a construction, with a vertical travel speed exceeding 0,15 m/s (EN 81-31); - lifting tables serving not more than two fixed landings of a construction (EN 1570-1); - lifting tables, serving more than 2 fixed landings of a construction for lifting operators, with a vertical travel speed not exceeding 0,15 m/s; - lifting tables carrying operators and installed in enclosures with a vertical travel speed not exceeding 0,15 m/s; - lifting tables used on ships; - lifting tables designed for artists and stage set features during artistic performances; - lifting tables driven by pusher chains. This European Standard does not establish the additional requirements for; - electromagnetic compatibility; - operation in severe conditions (e. g. extreme climates, freezer applications, strong magnetic fields); - operation subject to special rules (e. g. potentially explosive atmospheres, mines); - handling of loads, the nature of which could lead to dangerous situations (e. g. molten metal, acids, radiating materials, particularly brittle loads, loose loads (gravel, tubes)); - hazards occurring during construction, transportation and disposal; - equipment installed on the load platform or the replacing or maintaining of it; - integration into broader systems or other machines, etc; - cable-less controls; - lifting tables where the hydraulic pressure is derived directly from gas pressure; - lifting tables powered by internal combustion engines.
