1 Domaine d’application 1.1 Généralités Ces lignes directrices donnent des mesures pour réduire les risques d’inondation du sous-sol et pour atténuer les effets négatifs sur les biens, la sécurité publique et la santé publique en cas d’inondation. Elle traite des maisons existantes, neuves, reconstruites et rénovées dans les contextes ruraux et urbains. 1.2 Bâtiments concernés Ces lignes directrices concernent tous les types de maisons touchant le sol, avec ou sans sous-sol, qui sont considérées des bâtiments selon la Partie 9 du Code national du bâtiment (CNB), notamment : a) maisons isolées; b) maisons jumelées; et c) maisons en rangée. Les recommandations données dans ces lignes directrices sont généralement appropriées pour les maisons desservies par un réseau à écoulement gravitaire pluvial, sanitaire, unitaire ou une canalisation de drainage. 1.3 Types de risque d’inondation Les types de risque d’inondation concernés par les mesures décrites dans ces lignes directrices sont : a) les inondations terrestres associées à des précipitations et résultant en une accumulation/ formation d’étang et/ou de la fonte de la neige dans des maisons touchant au sol ou autour de celles-ci; b) le refoulement d’égout sanitaire et pluvial (surcharge); c) l’inondation par infiltration (infiltration des eaux souterraines); d) défaillance de la tuyauterie et du drainage, incluant la défaillance des systèmes de puisard et du branchement d’égout; et e) l’inondation associée à une mauvaise installation des technologies de réduction des risques d’inondation du sous-sol (voir l’annexe A). Note : Il est rappelé aux utilisateurs de ces lignes directrices que toute disposition donnée dans les présentes est l’objet de codes et normes existants applicables dans la compétence en vertu de laquelle l’utilisateur des lignes directrices exerce ses activités. Il est fortement recommandé que des professionnels certifiés appropriés effectuent tout travail indiqué dans ces lignes directrices. Tous les codes et toutes les normes locaux, provinciaux et nationaux appropriés doivent être respectés lors de l’application des dispositions indiquées aux présentes. 1.1 This test method covers a procedure to determine the resistance of a section of the exterior insulation and finish system (EIFS) to outward loads imposed on an existing exterior wall assembly that has been in place on the building for an unspecified period of time. It is destructive in nature within the localized areas tested and requires appropriate repair of the EIFS cladding and sheathing once the test procedure has been completed. This test procedure utilizes mechanical methods to obtain information, which may be helpful in evaluating the natural application of negative wind loads on the EIFS assembly. Some variability of results should be anticipated within the wall assembly tested due to differences in installation procedures, exposure, or abuse subsequent to application. 1.2 This test method is suitable for use on cladding assemblies that have been in place a short time (new construction), as well as for longer periods in order to evaluate detrimental effects on the EIFS lamina, insulation attachment, substrate integrity, and attachments after exposure to weather and other environmental conditions. It is not intended to evaluate the performance of structural framing. Test results on any particular building may be highly variable depending on specimen location and condition, and are subject to interpretation by the test specifier. 1.3 The values stated in either SI units or inch-pound units are to be regarded separately as standard. The values stated in each system may not be exact equivalents; therefore, each system shall be used independently of the other. Combining values from the two systems may result in non-conformance with the standard. 1.4 This standard may involve hazardous materials, operations, or equipment. This standard does not purport to address all of the safety concerns associated with its use. It is the responsibility of the user of this standard to establish appropriate safety, health, and environmental practices and to determine the applicability of regulatory limitations prior to use. NOTE 1—Due to variations in exposure and construction assemblies, field specimens selected for testing utilizing this test method may experience sudden failure and release of the imposed loads.
