本标准规定了GB6944《危险货物分类和品名编号》中第1类危险货物（爆炸品）危险性分级的基本要求、认可程序、分项程序、确定配装组和分级代号的方法以及分级试验项目。 本标准适用于下述各种爆炸物质或制品在提出托运前，对其危险性的分级： a.未经分级的各种具有爆燃或爆炸特性的物质或其制品（战略导弹和核武器除外）； b.已经过分级的，但在原理、性能、配方、结构、材料或包装等方面有较大改变而可能增加或降低运输危险性，影响其分级代号的爆炸品。 本标准不适用于对下述危险性的评定： a.处在生产过程中的爆炸品的危险性； b.无包装的爆炸物质在运输中的危险性； c.因受静电或电磁场的影响所造成的危险； d.因操作不当或违章操作所引起的危险； e.其他非正常运输条件下的特殊危险性。
