This part of IEC 61287 defines terminology@ service conditions@ general characteristics and test methods of electronic power converters onboard of rolling stock. This International Standard is applicable to power electronic converters mounted on board railway rolling-stock and intended for supplying ?C traction circuits; ?C auxiliary circuits of power vehicles@ coaches and trailers. The application of this standard extends as far as possible to all other traction vehicles@ including trolley-buses@ for example. This standard covers the complete converter assembly together with its mounting arrangements containing ?C semiconductor device assemblies; ?C integrated cooling systems; ?C integrated components like inductors@ capacitors@ transformers@ resistors@ contactors@ switches; ?C semiconductor drive units (SDU) and related sensors; ?C incorporated protection circuits. The following types of power sources are taken into consideration: ?C AC contact lines@ ?C DC contact lines@ ?C on-board supplies such as generators@ batteries and other electric power sources. This standard excludes converters which provide the electronic control supply for semiconductor drive units (SDU) and other supplies relevant to the converter operation such as sensors. NOTE 1 Electronic control equipment of converters and those sensors not related to semiconductor drive units and the printed circuit board assemblies of semiconductor drive units (SDU) are covered by IEC 60571. NOTE 2 Combined tests with the whole traction system or auxiliary supply system are not within the scope of this standard. E.g. rules for combined tests of a motor fed by a converter are given in the IEC 61377 series.

This part of IEC 60494 specifies the general assembly characteristics which are to be applied to pantographs@ to enable current collection from the overhead contact line system. It also specifies the tests the pantographs have to perform@ excluding insulators. This Standard is not applicable to pantograph dielectric tests@ which are to be performed on the pantograph installed on the vehicle roof. If no other requirement is agreed between customer and supplier@ insulation coordination according to IEC 62497-1 may be used. This Standard is not applicable to pantographs used on isolated metros and light rail systems. These pantographs are considered in IEC 60494-2.

It also applies to all aspects of fixed installations that are necessary to ensure electrical safety during maintenance work within electric traction systems. This standard applies to all new lines and to all major revisions to existing lines for the following electric traction systems: a) railways; b) guided mass transport systems such as 1) tramways@ 2) elevated and underground railways@ 3) mountain railways@ 4) trolleybus systems@ and 5) magnetically levitated systems@ which use a contact line system@ c) material transportation systems. This standard does not apply to: d) mine traction systems in underground mines; e) cranes@ transportable platforms and similar transportation equipment on rails@ temporary structures (e.g. exhibition structures) in so far as these are not supplied directly or via transformers from the contact line system and are not endangered by the traction power supply system; f) suspended cable cars; g) funicular railways. This standard does not specify working rules for maintenance.

It also applies to all aspects of fixed installations that are necessary to ensure electrical safety during maintenance work within electric traction systems. The mutual interaction can be of any of the following kinds: ?C parallel running of a.c. and d.c. electric traction systems; ?C crossing of a.c. and d.c. electric traction systems; ?C shared use of tracks@ buildings or other structures; ?C system separation sections between a.c. and d.c. electric traction systems. Scope is limited to basic frequency voltages and currents and their superposition. This standard does not cover radiated interferences. This standard applies to all new lines@ extensions and to all major revisions to existing lines for the following electric traction systems: a) railways; b) guided mass transport systems such as: 1) tramways@ 2) elevated and underground railways@ 3) mountain railways@ 4) trolleybus systems@ and 5) magnetically levitated systems@ which use a contact line system; c) material transportation systems.
