The scope of this International Standard covers turbines, storage pumps and pump-turbines of all sizes and of the following types: • Francis; • Kaplan; • propeller; • Pelton (turbines only); • Bulb. Wherever turbines or turbine components are referred to in the text of this guide, they shall be interpreted also to mean the comparable units or components of storage pumps or pumpturbines as the case requires. The Guide also identifies without detailed discussion, other powerhouse equipment that could affect or be affected by a turbine, storage pump, or pump-turbine rehabilitation.

This International Standard applies to laboratory models of any type of impulse or reaction hydraulic turbine, storage pump or pump-turbine. This standard applies to models of prototype machines either with unit power greater than 5 MW or with reference diameter greater than 3 m. Full application of the procedures herein prescribed is not generally justified for machines with smaller power and size. Nevertheless, this standard may be used for such machines by agreement between purchaser and supplier. In this standard, the term "turbine" includes a pump-turbine operating as a turbine and the term "pump" includes a pump-turbine operating as a pump. This standard excludes all matters of purely commercial interest, except those inextricably bound up with the conduct of the tests. This standard is concerned with neither the structural details of the machines nor the mechanical properties of their components, so long as these do not affect model performance or the relationship between model and prototype performances.

This Code applies to speed governors used on conventional, constant-speed hydraulic turbines. This Code is applicable to electronic-hydraulic and mechanical-hydraulic speed governors. These governors are commonly used to control reaction and impulse-type-hydraulic turbines (fixed or variable geometry) and pump turbines operating in generation mode. This Code specifies procedures for conducting tests to determine the following performance characteristics of hydraulic turbine speed governors: (a) droop: (1) permanent, (2) temporary; (b) deadband and deadtime: (1) speed, (2) position, (3) power; (c) stability index: (1) governing speedband, (2) governing powerband; (d) step response; (e) gain: (1) proportional gain, (2) integral gain, (3) derivative gain; (f) setpoint adjustment: (1) range of adjustment, (2) ramp rate. This Code also establishes the rules and procedures for the conduct of tests to determine the following operational characteristics of hydraulic turbine speed governors: (a) gate/blade relationship (dual regulated reaction turbines), (b) needle/deflector relationship (impulse turbines), (c) full-rate servomotor timing and cushion time.

The objective of this Code is to provide uniform test methods and procedures to determine the performance and operational characteristics of a hydraulic turbine speed governor. This Code may be used to conduct factory acceptance testing or to evaluate the current characteristics of an installed speed governor. Not all of the possible results that can be determined by application of this Code need be part of every test. Prior to testing, the parties to the test shall agree whether the Code shall be used in whole or in part to satisfy individual test objectives.
