Scope

This standard stipulates the basic requirements for filling in the application and issuance of pollution discharge licenses for oil storage and gas station pollution discharge units, the determination of permitted emission limits, the methods of actual emission accounting and compliance determination, as well as self-monitoring, environmental management ledgers and pollution discharge Environmental management requirements such as license execution reports and feasible technical requirements for pollution prevention and control are proposed. This standard is applicable to guide the pollutant discharge units of oil storage depots and gas stations to fill in relevant application information on the national pollutant discharge license management information platform. It is also applicable to guide the issuing department to review and determine the discharge permit requirements for pollutant discharge units of oil storage depots and gas stations. This standard applies to the emission permit management of water pollutants and air pollutants discharged by oil storage depots (including oil storage areas supporting terminals) and gas station sewage discharge units. The emission permit management of water pollutants and air pollutants discharged by pollutant discharge units that store liquid organic chemicals can be implemented as a reference. Production facilities and discharge outlets in oil storage depots and gas station sewage units that implement the "Boiler Air Pollutant Emission Standards" (GB13271) are applicable to the "Boiler Discharge License Application and Issuance Technical Specifications" (HJ953). This standard does not provide for other pollution-producing facilities and discharge outlets of oil storage depots and gas stations that discharge industrial wastewater, waste gas or toxic and harmful pollutants specified by the state.
