This part of GB/T 20000 provides guidance for standard drafters to analyze, determine and draft the content related to safety in the standard. This section applies to the safety of people, property or the environment, or their combination (such as personal safety, personal and property safety, personal, property and environmental safety). This section aims to reduce the risks arising from the use of products, processes or services, and takes into account the entire life cycle of products, processes or services, including the risks of intended use and reasonably foreseeable misuse. Note 1: "Quality" is not a synonym for "safety", and the respective functions of "quality" and "safety" should not be confused. But it is necessary to consider the quality requirements in the standard to ensure that the safety requirements are always met. Note 2: The rules in this section can also be used in national standardization guidance technical documents. Note 3: Although the original intention of this part is to be used by standard drafters, its basic principles can also be used to consider various security contents in other activities. Note 4 to entry: A standard may only specify safety content, or it may contain chapters specifying safety content. Note 5: Unless otherwise specified, the term "committee" used in this section includes standardization technical committees, subcommittees or working groups. Note 6: The terms defined in Chapter 3 are printed in bold in this section.
