1   Scope This document specifies the framework for determining emissions to the atmosphere of Volatile Organic Compounds ( VOCs ). It specifies a system of methods to detect and/or identify and/or quantify VOC emissions from industrial sources. These methods include Optical Gas Imaging (OGI), Differential Absorption Lidar (DIAL), Solar Occultation Flux (SOF), Tracer Correlation (TC), and Reverse Dispersion Modelling (RDM). It specifies the methodologies for carrying out all the above, and also the performance requirements and capabilities of the direct monitoring methods, the requirements for the results and their measurement uncertainties. This document specifically addresses, but is not restricted to, the petrochemicals, oil refining, and chemical industries receiving, processing, storing, and/or exporting of VOCs , and includes the emissions of VOCs from the natural gas processing/conditioning industry and the storage of natural gas and similar fuels. The methods specified in this document have been validated at onshore facilities. This document is applicable to diffuse VOC emissions to atmosphere but not to the emissions of VOCs into water and into solid materials such as soils. 3.2.1 标准范围 本文件规定了汽车维修企业大气污染物控制的基本要求、原辅料及存储运输、过程控制、末端治理、排放限值、监测及信息记录管理要求。 本文件适用于汽车维修企业车身修复的大气污染物控制。 3.2.2 技术要求以及对标准内容的说明 (1)术语和定义 本部分定义了汽车维修企业、挥发性有机物、最高允许排放浓度、无组织排放监控点浓度限值术语。全部从现有标准GB/T 5624-2019、GB 37822-2019、GB 16297-1996引用。 (2)基本要求 本部分对汽车维修企业大气污染物控制提出了总体的一般性要求,即企业要针对大气污染物控制制定书面文件及操作规程,并配置环境保护设施。 (3)原辅料及存储运输要求 本部分对原辅料的VOCs含量要求提出要求,包括涂料和清洗剂等的VOCs含量应符合国家标准GB 24409、GB 38508,同时推荐使用水性漆及低挥发性有机化合物含量涂料产品。对含VOCs原辅料的存储与运输提出要求,应保持密闭,防止VOCs挥发。 (4)过程控制要求 本部分对会产生大气污染物的工艺过程进行规范和要求,减少粉尘、颗粒物VOCs的产生。涉及到的过程包括漆前处理、调漆、喷涂烘干、喷枪清洗、废气收集及管道输送、固体废物管理。结合调研的实际情况对以上过程提出切实可行的要求。 漆前处理过程包括钣金、刮腻子、打磨。这些过程会产生粉尘及VOCs,应配置废气收集及除尘装置。 调漆过程应设置调漆间并保持密闭,调漆间应设置废气收集装置,涂料容器及时加盖,防止VOCs挥发。 喷涂及干燥过程应在密闭的喷烤漆房进行,且喷烤漆房应该符合标准JT/T 324,废气收集并排至末端治理设备,并按有关规定清理残渣及遮盖物,按要求及时更换喷烤漆房过滤材料。为减少清洗频次和清洗溶剂消耗,相同喷涂要求的车辆宜集中喷涂。采用先进喷涂技术及智能喷涂工艺设备,提高涂料使用效率。 喷枪清洗过程应在密闭空间内清洗,废气收集并排至末端治理设备。 废气收集及管道输送方面,为提高废气收集效率,废气收集后应经过密闭的管道排至末端治理设备,管道保持微负压状态,VOCs收集效率不低于90%。 固体废物管理方面,将盛放VOCs物料废包装容器、废有机溶剂、废油漆及漆渣、废清洗剂、喷烤漆房及末端处理装置产生的废过滤棉、废活性炭、废催化剂以及沾有漆料或溶剂的棉纱等列入管理范围,这些固体废物应密闭保存,并交由相关机构处理。 (5)末端治理要求 本部分对末端处理的相关技术,设备选择,设备维护进行了要求。 由于车身修复过程主要会产生漆雾、颗粒物、VOCs等大气污染物,因此末端治理应设置漆雾、颗粒物、VOCs净化治理设备。且根据汽车维修大气污染物的特点,归纳出适用的治理技术于附录A(资料性),其中颗粒物及漆雾治理技术可采用湿式处理和干式处理,VOCs治理技术可采用吸附净化、吸附净化+集中/移动再生、吸附净化+催化氧化,并给出了各技术的原理和特点,帮助维修企业根据自身特点选择合适的末端治理技术。 由于各维修企业的场地大小,业务量等特点不同,因此因根据自身特点选择合适的治理技术及设备,建议选择具备吸附剂原位再生功能的治理设备。 为保障末端治理对废气的高效处理,末端治理设备应先启后停。同时应按要求,定期更换过滤材料、吸附剂、催化剂等。 (6)大气污染物排放限值要求 由于全国各地具体情况不同,很难对限值进行统一规范,而且已经有部分省市出台了地方标准,对汽车维修行业大气污染物排放限值进行了规定,所以本标准要求符合国家行业或地方标准规定限值要求即可。 (7)监测要求 本部分对排气筒、自行监测、在线监控等进行了要求。由于各地方对在线监测要求不一致,因此需按照有关规定安装污染物排放在线监测设备。 (8)信息记录管理要求 本部分对大气污染物控制的信息进行记录和管理进行要求,要求记录和保存的信息应包括但不限于原辅材料信息、喷烤漆房信息、末端治理设备信息、固体废物管理信息等,并对每一部分信息包括的具体内容进行规范。附录B(资料性)对台账表格内容和格式进行了统一规范。

1.1 The intended use of this practice is for sampling of gasses containing 14 C in inorganic, organic or particulate forms. This sampling practice captures the 14 C in a media that can be submitted to a laboratory for analysis, typically by liquid scintillation counting (LSC) 1.2 This practice does not include the needed steps for the liberation of 14 C from the media on which it was adsorbed or those for the preparation for LSC sample preparation in the laboratory prior to liquid scintillation analysis. This practice does not include the methodology used to analyze the prepared samples by LSC. 1.3 The overall 14 C analytical detection capability is impacted by a number of factors including the volume sampled, the method used to desorb the 14 C from the media, and the analytical method used the measure 14 C from the media. This practice only directly addresses the volume of the gas stream from which any present 14 C would be adsorbed. 1.4 The values stated in pCi units are to be regarded as standard given the reporting requirements of the U.S. NRC Regulatory Guide 1.21. The Bq values given in parenthesis are mathematical conversions to SI units that are provided for information only and are not considered standard.
