This International Standard provides statistical methods for evaluating point estimates, confidence intervals, prediction intervals and tolerance intervals for the failure rate of items, whose time to failure follows an exponential distribution. This implies that the failure rate (see IEV 191-12-02) is constant with respect to time. It should be noted that although reference is made above to failure rate, the numerical methods to be described are equally applicable to other event rates provided the times to the occurrence of the event follow an exponential distribution. Thus, with this qualification, the numerical methods will apply, for example, to constant failure intensities and constant repair rates (see IEV 191-12-04 and IEV 191-13-02 respectively). For convenience, however, and to avoid unnecessary repetition, reference will be made in what follows only to failures and failure rates. Use of the procedures in this standard should be supported by tests to confirm the validity of the assumption of constant failure rate or failure intensity (see IEC 60605-6). This standard is also applicable whenever a random sample of items is subjected to a test of times to failure for the purpose of estimating measures of reliability performance.

The purpose of these tests is to discover weaknesses in the design and to undertake actions to eliminate these weaknesses and thereby improve performance, quality, safety, robustness, reliability and availability and reduce costs. This standard covers only the cases where statistical methods are used to analyse test data although the guidelines on test conditions, test planning and test documentation will be applicable to most tests. The following topics are important and although discussed in this standard are more fully dealt with in their respective standards: availability testing (see IEC 61070); testing of maintainability measures (see IEC 60706) and measures of reliability growth (see IEC 61014 and IEC 61164). This standard does not cover software testing (see IEC 61704), however it is applicable to items containing both hardware and software. This standard is therefore applicable to a wide range of products including consumer, industrial, military and aerospace applications. This part of IEC 60300 covers analysis for verification, determination, comparison and success/failure ratio evaluation. A flow chart giving guidance for planning the statistical treatment of reliability test data is shown in clause 9. Although not described in this standard, the considerations and statistical tools can be used in connection with environmental tests, accelerated step-stress tests and over-stress tests.

This International Standard, which forms part of the series of standards in the IEC 60300-3 series, is the application guide for maintainability. It can be used to implement a maintainability programme covering the initiation, development and in-service phases of a product, which form part of the tasks described in IEC 60300-2. It provides guidance on how the maintenance aspects of the tasks should be considered in order to achieve optimum maintainability. It should be noted that the full programme described in this standard would only be applied to a major complex product with the potential for long-term usage. For less complex maintainable products, a simpler programme should be adopted by tailoring the programme to suit the degree of complexity and the requirements of the customer. The standard uses other IEC standards and guides, notably IEC 60706, as reference documents or tools to provide more detail as to how a task should be undertaken. Contracts between customer and supplier will vary widely according to conditions and circumstances in different industries. This standard is written on the premise that a product is to be developed by a contractor from a basic concept for the particular requirements of a user when the product is considered to be a development item (Dl). However, in many instances, where a product already exists and needs little or no development effort; it is a Non-development item (NDI) and the full maintainability programme as described in this standard will not be required. However, the principles laid down in the standard can be applied as required, by tailoring the maintainability programme to suit the needs of the project.
