This technical specification which is part of the IEC 60870-5 series describes test cases for conformance testing of telecontrol equipment, Substation Automation Systems [SAS] and telecontrol systems, including front-end functions of SCADA. The use of this part of IEC 60870 facilitates interoperability by providing a standard method of testing protocol implementations, but it does not guarantee interoperability of devices. It is expected that using this specification during testing will minimize the risk of noninteroperability. The goal of this part of IEC 60870 is to enable unambiguous and standardised evaluation of IEC 60870-5 companion standard protocol implementations. The guidelines and conditions for the testing environment are described in IEC 60870-5-6. The detailed test cases per companion standard, containing among others mandatory and optional mandatory test cases per Basic Application Function, ASDU and transmission procedure, will become available as a technical specification (TS). Other functionality may need additional test cases but this is outside the scope of this part of IEC 60870. For proper testing, it is recommended to define these additional test cases. This document is such a Technical Specification for the mentioned companion standard. This part of IEC 60870 deals mainly with communication conformance testing; therefore other requirements, such as safety or EMC are not covered. These requirements are covered by other standards (if applicable) and the proof of compliance for these topics is done according to these standards.

hese requirements apply to Remote Supervising Stations providing fire-alarm, and supervisory services as described in the National Fire Alarm Code, NFPA 72. These requirements apply to remote stations, that are intended to be located in buildings constructed in accordance with building codes. The requirements for software and hardware, and the installation and operation of an automation system in a remote station are covered by the requirements for automation systems, UL 1981, or by the standards for Control Units for Fire-Protective Signaling Systems, UL 864. A reference made to "supervising station" refers to a remote station. These requirements do not cover the communication channel between the protected property and the station. This includes: a) The company that provides the communication channel and b) The equipment that is used to provide the communication channel. Exception No. 1: If the communication channel is owned and operated by the station, these requirements do apply.

This part of IEC 60870 applies to telecontrol equipment and systems with coded bit serial data transmission for monitoring and controlling geographically widespread processes. It defines a telecontrol companion standard that enables interoperability among compatible telecontrol equipment. The defined telecontrol companion standard utilizes standards of the IEC 60870-5 series. The specifications of this part present a combination of the application layer of IEC 60870-5-101 and the transport functions provided by a TCP/IP (Transmission Control Protocol/Internet Protocol). Within TCP/IP, various network types can be utilized, including X.25, FR (Frame Relay), ATM (Asynchronous Transfer Mode) and ISDN (Integrated Service Data Network). Using the same definitions, alternative ASDUs (Application Service Data Unit) as specified in other IEC 60870-5 companion standards (for example, IEC 60870-5-102) may be combined with TCP/IP, but this is not described further in this part. NOTE Security mechanisms are outside the scope of this standard.
