This document specifies a test method for testing the capability of a cigarette, positioned on one of three standard substrates, to extinguish or to generate sufficient heat to continue burning, and thus potentially cause ignition of bedding or upholstered furniture. This document is only applicable to factory-made cigarettes that burn along the length of a tobacco column. This is a performance-based document; it does not prescribe any design features of the cigarette that can lead to improved or degraded performance in the test method. The output of this method has been correlated with the potential for cigarettes to ignite upholstered furniture.

1.1 This fire-test-response test method can be used to determine the ignitability and heat release from the composites of contract, institutional, or high-risk occupancy upholstered furniture or mattresses using a bench scale oxygen consumption calorimeter. 1.2 This test method provides for measurement of the time to sustained flaming, heat release rate, peak and total heat release, and effective heat of combustion at a constant initial test heat flux of 35 kW ⁄m2 . This test method is also suitable to obtain heat release data at different heat fluxes. The specimen is oriented horizontally, and a spark ignition source is used. 1.3 The times to sustained flaming, heat release, and effective heat of combustion are determined using the apparatus and procedures described in Test Method E1354. 1.4 The tests are performed on bench-scale specimens combining the furniture or mattress outer layer components. 1.1 This practice covers the extension of fire resistance ratings obtained from fire tests performed in accordance with Test Method E119 to constructions that have not been tested. Test Method E119 evaluates the duration for which test specimens will contain a fire, retain their standard integrity, or both during a predetermined test exposure. 1.2 This practice is based on principles involving the extension of test data using simple considerations. The acceptance of these principles and their application is based substantially on an analogous worst case proposition. 1.3 These principles are only applicable to temperature conditions represented by the standard time-temperature curve described in Test Method E119. Test Method E119 is a fire-test-response standard. 1.4 The types of building constructions which are the subject of this practice are categorized as follows: beams; floor and roof assemblies; columns; and walls and partitions. Floor and roof assemblies include such assemblies with ceiling protective membranes. 1.5 The extension of test data using numerical calculations based on empirical data or theoretical models is not covered in this practice. 1.6 This practice does not cover the substitution of one proprietary material for another proprietary material, or materials for which fire test data are not presently available. 1.7 This practice does not purport to be comprehensive in its treatment of non-proprietary modifications of tested constructions. IEC 60695-7-2:2021 gives a brief summary of the test methods that are in common use in the assessment of the toxicity of fire effluent. It includes special observations on their relevance to real fire scenarios and gives recommendations on their use. It advises which tests provide toxic potency data that are relevant to real fire scenarios, and which are suitable for use in fire hazard assessment and fire safety engineering. The list of test methods is not to be considered exhaustive. This summary cannot be used in place of published standards which are the only valid reference documents. This basic safety publication is intended for use by technical committees in the preparation of standards in accordance with the principles laid down in IEC Guide 104 and ISO/IEC Guide 51. One of the responsibilities of a technical committee is, wherever applicable, to make use of basic safety publications in the preparation of its publications. The requirements, test methods or test conditions of this basic safety publication will not apply unless specifically referred to or included in the relevant publications. This second edition cancels and replaces the first edition published in 2011. This edition constitutes a technical revision. 1.1 This fire-test-response standard provides a means of measuring mass loss and ignitability, for screening purposes, from essentially planar materials, products, or assemblies (including surface finishes), exposed to controlled levels of radiant heating, with or without an external ignitor. This test method is intended for screening purposes only. 1.2 The principal fire-test-response characteristics obtained from this test method are those associated with mass loss from the specimens tested, as a function of time. Time to sustained flaming is also determined. Heat release is, optionally, determined using thermopile measurements detailed in Annex A2. 1.2.1 The fire-test-response characteristics obtained from this test are best used for comparisons between materials with some similarities in composition or structure. 1.3 The relationship between mass loss and heat release depends on the material, product, or assembly tested, and no universal formula exists for calculation of heat release using mass loss measurements (see also additional limitations in 5.7). 1.4 The fire-test-response characteristics obtained from this test method are also obtainable with the apparatus used in Test Method E1354 (the cone calorimeter) or in an applications standards of that equipment (see also 5.4).
