The present Technical Report provides recommendations for the selection and testing, where necessary, of conductor stringing equipment and accessory items used for the installation of bare and insulated overhead distribution conductors. Procedures are recommended for proper earthing in order to protect equipment, components and personnel from currents which can result from accidental contact with nearby energized conductors, or induced voltage from adjacent energized lines, lightning strikes, switching errors or electrostatic charging. The equipment under consideration in this Technical Report is used for distribution voltages, usually considered to be below 50 kV. However, for voltages of 50 kV and above, use of IEC 61328 may be more appropriate. The choice of whether IEC 61328 or this Technical Report applies to the work being considered will usually depend on the physical size of the conductors, the size of the structures and the average span between supports.

This part of IEC 61243 is applicable to hand-held two-pole voltage detectors with their accessories (crocodile clips and detachable leads) to be used in contact with parts of electrical systems: – for a.c. voltages not exceeding 1 000 V at nominal frequencies between 32 16 Hz and up to 500 Hz, and/or – for d.c. voltages not exceeding 1 500 V. NOTE The a.c. voltages defined in this standard refer either to phase-to-phase voltages or phase to neutral voltages. Contact electrode extensions are not covered by this standard. Voltage detectors covered by this standard are intended to be used under dry and humid conditions, both indoor and outdoor. They are not intended to be used under rain conditions. Voltage detectors covered by this standard are not intended to be used for continuous operation. Voltage detectors covered by this standard are intended to be used up to 2 000 m above sea level. This standard also includes provisions for the following supplementary functions when available (see Annex B): – phase indication, – rotating field indication, and – continuity check. Other supplementary functions are not covered by this standard. Voltage detectors covered by this standard are not considered as measuring devices. Relevant safety requirements for measuring devices are included in IEC 61010 series.

This part of IEC 61243 is applicable to voltage detecting systems that are single-pole and are capacitively-coupled to live parts. They are used to detect the presence or absence of operating voltage on a.c. electrical systems for voltages from 1 kV to 52 kV, and for frequencies from 162/3 Hz to 60 Hz. This standard is also applicable to phase comparators designed for voltage detecting systems. EMC tests are not included as, at the present time, not enough information about minimum requirements is available. NOTES 1 Except where specified otherwise, all the voltages defined in this standard refer to values of phase-to-phase voltages of three-phase systems. In other systems, the applicable phase-to-phase or phase-to-earth voltages are used to determine the operating voltage. 2 Voltage detecting systems based on fundamentally different principles (for example optical systems, resistive coupling elements) are not covered in this standard but should meet the requirements of this standard where applicable. 3 For frequencies differing from 50 Hz, the values Cs and Ut according to table 1 are valid. The threshold values for It have to be changed accordingly. 4 If in an electrical installation it is verified that the installation is dead by other means than using a voltage detecting system, a different device which can be termed voltage indicating system may be used for service information about the voltage state with reduced requirements concerning tests for clear and reliable indication. If so, this should be clearly stated and made explicit by the manufacturer (see annex F for further details).

This International Standard is applicable to electrical insulating blankets for the protection of workers from accidental contact with live or earthed electrical conductors, apparatus or circuits and avoidance of short circuits on electrical installations. Electrical insulating blankets in rolls having a width lower than 50 mm are not covered by this standard. NOTE 1 For a.c. electrical classification, as well as d.c. use, see 4.2. NOTE 2 This standard gives a.c. test provisions. There is limited history for use in d.c. applications. NOTE 3 See Annex A for suggested maximum voltage use

This International Standard describes a method for calculating the minimum approach distances for live working, at maximum voltages between 72,5 kV and 800 kV. This standard addresses system overvoltages and the working air distances or tool insulation between parts and/or workers at different electric potentials. The required withstand voltage and minimum approach distances calculated by the method described in this standard are evaluated taking into consideration the following: – workers are trained for, and skilled in, working in the live working zone; – the anticipated overvoltages do not exceed the value selected for the determination of the required minimum approach distance; – transient overvoltages are the determining overvoltages; – tool insulation has no continuous film of moisture or measurable contamination present on the surface; – no lightning is seen or heard within 10 km of the work site; – allowance is made for the effect of conducting components of tools; – the effect of altitude, insulators in the gap, etc, on the electric strength is taken into consideration. For conditions other than the above, the evaluation of the minimum approach distances may require specific data, derived by other calculation or obtained from additional laboratory investigations on the actual situation.

IEC 61481-2:2014 is applicable to portable phase comparators of resistive type to be used on electrical systems for voltages from 1 kV a.c. to 36 kV a.c. and frequencies of 50 Hz and/or 60 Hz. This standard is applicable to phase comparators of resistive type used in contact with the bare conductive parts to be compared as a complete device including its insulating element or as a separate device, adaptable to an insulating stick which, as a separate tool, is not covered by this standard. A device that is designed to provide other functions than phase comparison is a different device and is not covered by this standard. For example a device designed to be also used as a voltage detector is not covered by this standard. This first edition, together with the first edition of IEC 61481-1, cancels and replaces the first edition of IEC 61481 published in 2001, Amendment 1:2002 and Amendment 2:2004. This edition constitutes a technical revision which includes the following major changes: - split of the standard in two parts; - review of the requirements for indication; - elimination of class C (+/- 110°); - introduction of a requirement for a new marking "LU" for limited use; - increase of the specified range of voltage fluctuation in a network for clear indication; - and revision of the existing annexes.

4.1 Electrical contact injuries to workers may involve a current path through the feet of the worker. The footwear covered by this specification is dielectrically rated to provide additional insulation and isolation to the wearer. This test method will determine that dielectric footwear has dielectric integrity at the time of the test. 1.1 This test method covers testing to determine the “Dielectric Strength” of dielectric overfoot and overshoe footwear. Testing is done over the maximum possible area of the dielectric footwear without permitting flashover between electrodes. 1.2 The use and maintenance of dielectric footwear is beyond the scope of this test method. 1.3 This standard does not purport to address all of the safety concerns, if any, associated with its use.
