These guidelines are intended to enable a laboratory monitor to perform onsite assessments of laboratory facilities. Accepted facilities will then participate in an interlaboratory test protocol to establish precision and bias for a particular ASTM standard. This assessment is intended to determine that all of the participants have the necessary equipment, an understanding of the test method, and the minimum level of skill necessary to gather data which are to be used to establish precision and bias for the particular standard. This guide is not intended to be used as a tool to qualify or accredit laboratories to perform any tests. Refer to the Referenced Documents for further guidance on accreditation requirements.1.1 This guide provides a general outline, for use by a laboratory monitor, to assess the qualifications of a laboratory which has requested to participate in a specific ASTM interlaboratory test.1.2 The preliminary assessment is based on observations made before initiation of any interlaboratory tests.1.3 The subcommittee, which appoints the laboratory monitor, specifies the minimum requirements which an organization should meet to qualify as a participant for the interlaboratory test. 1.1 These requirements apply to laboratory hoods and cabinets intended to provide an enclosed countertop work area with exhaust for containment and removal of vapors, mists, gases, and particulate matter from the work area. 1.2 These requirements do not cover ductless hoods (i.e., hoods that recirculate air back to room environment after filtering) or glove boxes. 1.3 These products are investigated for fire, electrical and mechanical risk of injuries only. A limited number of tests are conducted for minimal air flow capability. It remains for the user to determine that the hood performance, as confirmed by the requirements in this standard, meets the needs of the user. These needs depend on several factors, including installation with proper exhaust equipment, location within the room, the type of material being handled and the method in which the material is being handled. Mechanical compactors are commonly used to replace the hand compactors required for Test Methods D 698 and D 1557 in cases where it is necessary to increase production. The design of mechanical compactors is such that it is necessary to have a calibration process that goes beyond determining the mass and drop of the hammer. Note 18212;The quality of the result produced by this standard is dependent on the competence of the personnel performing it, and the suitability of the equipment and facilities used. Agencies that meet the criteria is Practice D 3740 are generally considered capable of competent and objective testing/sampling/inspection/and the like. Users of this standard are cautioned that compliance with Practice D 3740 does not in itself assure reliable results. Reliable results depend on many factors; Practice D 3740 provides a means of evaluating some of those factors.1.1 These test methods for the calibration of mechanical soil compactors are for use in checking and adjusting mechanical devices used in laboratory compacting of soil and soil-aggregate in accordance with Test Methods D 698, D 1557 and other methods of a similar nature which might specify this method.
