This part of IEC 61496 specifies general requirements for the design@ construction and testing of non-contact electro-sensitive protective equipment (ESPE) designed specifically to detect persons as part of a safety related system. Special attention is directed to functional and design requirements that ensure an appropriate safety-related performance is achieved. An ESPE may include optional safety-related functions@ the requirements for which are given in Annex A. The particular requirements for specific types of sensing function are given in other parts of this standard. This standard does not specify the dimensions or configuration of the detection zone and its disposition in relation to hazards in any particular application@ nor what constitutes a hazardous state of any machine. It is restricted to the functioning of the ESPE and how it interfaces with the machine. While a data interface can be used to control optional safety-related ESPE functions (Annex A)@ this standard does not provide specific requirements. Requirements for these safety-related functions can be determined by consulting other standards (for example@ IEC 61508@ IEC/TS 62046@ IEC 62061@ and ISO13849-1). This standard may be relevant to applications other than those for the protection of persons@ for example for the protection of machinery or products from mechanical damage. In those applications@ different requirements can be necessary@ for example when the materials that have to be recognized by the sensing function have different properties from those of persons. This standard does not deal with electromagnetic compatibility (EMC) emission requirements.

Scope and object This clause of Part 1 is applicable except as follows: Equipment included in scope Replacement: Replace the existing text with the following: This part of IEC 61010 specifies safety requirements for METERS. The METERS that have a primary purpose of measuring voltage on a live MAINS CIRCUIT are within the scope of this standard. They have various names@ but all of them have capability for measurements of voltages on a live MAINS CIRCUIT. Some of the names given to this equipment are as follows: ?C MULTIMETER; ?C digital MULTIMETER; ?C VOLTMETER; ?C clamp METER (see also Part 2-032). For the purpose of this standard@ the term METER is used for these HAND-HELD measuring instruments. NOTE Parts of the equipment that are not within the scope of this Part 2-033 are considered to be covered by the requirements of Part 1 or other part 2's of IEC 61010 and then will also need to meet the requirements of these other parts. Equipment excluded from scope Addition: Add the following new item to the list: aa) IEC 61557 (Electrical safety in low voltage distribution systems up to 1 000 V a.c. and 1 500 V d.c. ?C Equipment for testing@ measuring or monitoring of protective measures ?C Parts 1 through 12). Addition: Add the two following paragraphs at the end of the subclause: Equipment that is not capable of measuring MAINS voltages is not within the scope of this Part 2-033. See IEC 61010-2-030 for requirements pertaining to such equipment. Such equipment@ including other HAND-HELD equipment such as oscilloscopes@ wattmeters@ process control MULTIMETERS@ and communications test sets is not within the scope of this Part 2-033. Aspects included in scope Addition: Add the following paragraph at the end of the subclause: Requirements for protection against HAZARDS resulting from NORMAL USE and REASONABLY FORESEEABLE MISUSE of measuring circuits are given in Clause 101.

1.1.1 Equipment included in scope This part of IEC 61010 specifies general safety requirements for the following types of electrical equipment and their accessories, wherever they are intended to be used. a) Electrical test and measurement equipment This is equipment which by electromagnetic means tests, measures, indicates or records one or more electrical or physical quantities, also non-measuring equipment such as signal generators, measurement standards, power supplies for laboratory use, transducers, transmitters, etc. NOTE 1 This includes bench-top power supplies intended to aid a testing or measuring operation on another piece of equipment. Power supplies intended to power equipment are within the scope of IEC 61558 (see 1.1.2 h)). This standard also applies to test equipment integrated into manufacturing processes and intended for testing manufactured devices. NOTE 2 Manufacturing test equipment is likely to be installed adjacent to and interconnected with industrial machinery in this application. b) Electrical industrial process-control equipment This is equipment which controls one or more output quantities to specific values, with each value determined by manual setting, by local or remote programming, or by one or more input variables. c) Electrical laboratory equipment This is equipment which measures, indicates, monitors, inspects or analyses materials, or is used to prepare materials, and includes in vitro diagnostic (IVD) equipment. This equipment may also be used in areas other than laboratories; examples include selftest IVD equipment to be used in the home and inspection equipment to be used to check people or material during transportation. 1.1.2 Equipment excluded from scope This standard does not apply to equipment within the scope of: a) IEC 60065 (Audio, video and similar electronic apparatus); b) IEC 60204 (Safety of machinery – Electrical equipment of machines); c) IEC 60335 (Household and similar electrical appliances); d) IEC 60364 (Electrical installations of buildings); e) IEC 60439 (Low-voltage switchgear and controlgear assemblies); f) IEC 60601 (Medical electrical equipment); g) IEC 60950 (Information technology equipment including electrical business equipment, except as specified in 1.1.3); h) IEC 61558 (Power transformers, power supply units and similar); i) IEC 61010-031 (Hand-held probe assemblies); j) IEC 61243-3 (Live working – Voltage detectors – Part 3: Two-pole low-voltage type).

Communication Profile Family 15 (commonly known as Modbus1) defines communication profiles based on IEC 61158-5-15 and IEC 61158-6-15. The basic profile CP 15/1 (Modbus TCP) is defined in IEC 61784-1. An additional communication profile (Modbus Serial Line) is defined in [2]. This part of the IEC 62453 provides information for integrating Modbus TCP® and Modbus Serial Line® protocol support into FDT based systems. NOTE This part of IEC 62453 only specifies the mapping of Modbus parameters to FDT data types. For restrictions of protocol specific parameters concerning allowed values and concerning limitations of arrays used in the definition of FDT data types, refer to IEC 61158-5-15 and the MODBUS Application Protocol Specification.
