The stability of metrological characteristics is one important aspect of durability. This part of IEC 62059 specifies a method for testing the stability of metrological characteristics of electricity meters@ by operating a test specimen at the upper limit of the specified operating range of temperature@ voltage and current for an extended period. Functional performance other than the accuracy of energy measurement is out of the scope of this standard. Note@ that from the results of this test@ no conclusion can be drawn for the length of period during which the stability of the metrological characteristics will be maintained when the meter is operated under usual conditions. This International Standard is applicable to all types of electricity meters in the scope of IEC TC 13.

NOTE 3 Equipment containing these testing and measuring circuits may be intended for performing tests and measurements on hazardous conductors@ including MAINS conductors and telecommunication network conductors. See Annex BB for considerations of HAZARDS involved in various tests and measurements.

This part of IEC 61010 specifies general safety requirements for the following types of electrical equipment and their accessories, wherever they are intended to be used. a) Electrical test and measurement equipment This is equipment which by electromagnetic means tests, measures, indicates or records one or more electrical or physical quantities, also non-measuring equipment such as signal generators, measurement standards, power supplies for laboratory use, transducers, transmitters, etc. NOTE 1 This includes bench-top power supplies intended to aid a testing or measuring operation on another piece of equipment. Power supplies intended to power equipment are within the scope of IEC 61558 (see 1.1.2 h)). This standard also applies to test equipment integrated into manufacturing processes and intended for testing manufactured devices. NOTE 2 Manufacturing test equipment is likely to be installed adjacent to and interconnected with industrial machinery in this application. b) Electrical industrial process-control equipment This is equipment which controls one or more output quantities to specific values, with each value determined by manual setting, by local or remote programming, or by one or more input variables. c) Electrical laboratory equipment This is equipment which measures, indicates, monitors, inspects or analyses materials, or is used to prepare materials, and includes in vitro diagnostic (IVD) equipment. This equipment may also be used in areas other than laboratories; examples include selftest IVD equipment to be used in the home and inspection equipment to be used to check people or material during transportation.

This British Standard specifies requirements for newly manufactured electronic secondary meters or sub-meters which measure either electrical energies alone or electrical energies together with other electrical parameters associated with the energy. It applies to meters that measure active energy, apparent energy, reactive energy (capacitive, inductive and/or total), and ampere squared hours (A?h) and to the measurement of current, voltage, active power, apparent power, reactive power (capacitive, inductive and/or total), power factor, phase angle and frequency when measured in addition to an energy. It applies to all secondary meters and sub-meters for indoor and outdoor applications, both portable and permanently installed, for all power frequencies including d.c. It also applies to all registers, indicators, displays and outputs, and to the operation of test outputs. It does not apply to primary meters, to data interfaces to the meter, or to load survey analysers or load survey meters. The reliability aspect is not covered in this standard. Where the display and/or the memory is external or where other elements are enclosed in the meter case (such as maximum demand indicators, telemetering, time switches or remote control, etc.) this standard applies only to the section of the meter concerned with measurement.
