This International Standard specifies the requirements and test methods for reclosable packages designated as resistant to opening by children. Acceptance criteria are given for the package when tested by specified methods. This part of ISO 11648 establishes the general principles for the application and statistical treatment of the sampling of bulk materials. It also provides general guidance and examples for estimating necessary variances and checking precision and bias when the average value of a quality characteristic is investigated. Furthermore, this part of ISO 11648 gives information relating to the statistical analyses of serial data, by the use of variograms and correlograms. This part of ISO 11648 also defines the basic terms with definitions for the sampling of bulk materials. These terms are necessary for providing a better understanding of sampling techniques as well as making it easier to fulfil requirements. NOTE Part 2 of ISO 11648 is applicable to particulate materials in bulk.

The UN performance tests are based on the degree of hazard presented by the proposed hazardous material(s) to be packaged. Substances and articles which are hazardous are assigned to a specific packing group as defined in 3.8.1 and may be determined by referencing 49 CFR 172.101 hazardous materials table. Only packaging designs that have been successfully tested to the UN performance standards as defined in 3.8.2 may be marked with a UN mark. Hazardous Materials may not be transported in a packaging that does not bear the appropriate UN markings unless otherwise authorized by the applicable competent authority. Packages successfully tested to the UN performance standards may or may not withstand the North American distribution environment. To further evaluate the suitability of the package it is strongly recommended that additional tests as detailed in Practice D 4169 or other carrier specified test requirements be conducted.1.1 The main focus of this guide is to identify the key information required for United Nations (UN) packaging certification to ensure the selected packaging will be certified to the appropriate level for its intended use. Consult with a regulatory specialist whenever needed. 1.2 This guide is intended to assist in determining the appropriate performance tests required to certify packaging designs to the United States Department of Transportation Title 49 Code of Federal Regulations performance oriented packaging standards based on the United Nations Recommendations on the Transport of Dangerous Goods. 1.3 This guide covers the testing for transportation of hazardous materials packagings for net masses not exceeding 400 kg (880 lb) or capacities not exceeding 450 L (119 gal), excepting packagings for infectious substances, radioactive materials, cylinders and other receptacles for gases. 1.4 This guide does not replace domestic or international regulatory requirements for hazardous materials packaging but is strongly recommended to be used in conjunction with those regulations. 1.5 The user of this guide must be trained in accordance with the United States Department of Transportation Title 49 Code of Federal Regulations (49 CFR) as required by 172.700 and should be familiar with other applicable hazardous materials regulations such as; International Civil Aviation Organization (ICAO) Technical Instructions for the Safe Transport of Dangerous Goods by Air, and the International Maritime Dangerous Goods Code (IMDG Code) and carrier rules such as International Air Transport Association (IATA) Dangerous Goods Regulations. 1.6 The values stated in inch-pound units are to be regarded as standard. The values given in parentheses are mathematical conversions to SI units that are provided for information only and are not considered standard. 1.7 This standard does not purport to address all of the safety concerns, if any, associated with its use. 1.1 Test PackagesPackages that can be nondestructively evaluated by this test method include:1.1.1 Rigid and semi-rigid non-lidded trays.1.1.2 Trays or cups sealed with porous barrier lidding material.1.2 Leaks DetectedThis test method is capable of detecting package leaks using an absolute or differential pressure transducer leak detector. The sensitivity of a test is a function of the sensitivity of the transducer, the package design, the design of the package test fixture, and critical test parameters of time and pressure. Types and sizes of leaks that may be detected for various package systems, as well as test sensitivities are described below. These data are based on precision and bias confirmation studies.1.2.1 Trays or Cups (Non-lidded)Hole or crack defects in the wall of the tray/cup of at least 50 m in diameter can be detected at a Target Vacuum of 4104 Pa (400 mbar) using an absolute pressure transducer test instrument.1.2.2 Trays Sealed with Porous Barrier Lidding MaterialHole or crack defects in the wall of the tray/cup of at least 100 m in diameter can be detected. Channel defects in the seal area (made using wires of 125 m in diameter) can be detected. Severe seal bonding defects in both continuous adhesive and dot matrix adhesive package systems can be detected. Slightly incomplete dot matrix adhesive bonding defects can also be detected. All porous barrier lidding material packages were tested at a Target Vacuum of 4104 Pa (400 mbar) using an absolute pressure transducer test instrument. Using a calibrated volumetric airflow meter, the sensitivity of the test for porous lidded packages is shown to be approximately 10-2 Pam3s-1.1.3 Test ResultsThe test results are qualitative (Accept/Reject). Acceptance criteria for test results are established from quantitative baseline vacuum decay measurements obtained from control, non-leaking packages.1.4 Standard Value UnitsThe values used in this test method are stated in SI units and are to be regarded as standard units. This International Standard specifies three methods for carrying out a stacking test on a complete, filled transport package, or on a unit load, using a static load. Whichever method is employed, the test may be used to assess the performance of a package or a unit load, in terms of its strength or the protection that it offers to its contents when it is subjected to stacking. It may be performed either as a single test to investigate the effects (deformation, creep, collapse or failure) of stacking or as part of a sequence of tests designed to measure the ability of a package or a unit load to withstand a distribution system that includes a stacking hazard. The test may also be used to investigate performance under particular conditions of loading, as, for example, when the bottom package in a stack rests on an open-decked pallet; or when the profile of the superimposed load is eccentric, as when it is supported on the bearers of a single-decked pallet which rests on a container. For such purposes, one of the three methods of carrying out the test may be more suitable than the others.
