This standard specifies the functional and design specifications for flicker measuring instruments intended to display the correct flicker perception level for all practical voltage fluctuation waveforms. This section lists the information for setting up such an instrument and gives a method for assessing the severity of scintillation based on the output results of the scintillation instrument conforming to this section. Some of the contents of this part are based on the work of the "Harassment" working group of the International Union of Electrothermal Union (UIE), some of the contents are based on the work of IEEE, and others are based on the work of IEC itself. This scintillation meter specification covers measurements at 230 V/50 Hz and 120 V/60 Hz inputs; specifications for other voltages and frequencies are under consideration. This standard applies to the design of analog or digital flicker measurement equipment to provide basic information, and does not give allowable limits of flicker severity.
